Yes. You need to be actively building a business. That could mean you're a few months in or 15 years in, but you've made the leap and you're doing the work. Even if your current business is new, you should have experience building things, whether that's past businesses, community orgs, programs, or initiatives you started from scratch. This is for founders who are self-motivated enough to figure things out on their own (even if they're really tired of doing it that way).
